They've said they're lowering access level of Ouro, I think level 14 was mentioned.

Agge is right, 14 was the latest number I saw mentioned by a redname.

In large part due to the complaints from Galaxy City RPers I believe (not that it fully addresses all their concerns, but it was a nice gesture).
