Elec/SD - Need a hand with my first serious IO'ed farmer

Hey all, got some great build advice on these boards not to long ago, hoping to get a repeat of that.

I have a Elec/SD Scrapper whose about to hit 32 and get Lightning Rod. I think I want him to be my first serious farmer that I make an IO build for. I searched the boards for guides/advice on IO builds, eventually found some stuff and made a build based on that. I have no idea if I did it correctly tho or if its even possible within my budget (Currently I have just under a billion influence). So I was hoping I could get some assistance. Like I said, I'm not sure if I've done it all correctly or the best way, and I have no idea if I can do that for under a billion. Hopefully I can. If not, is there anyway I could come close to that and maybe work up to it? Or should I just do something totally different with the build?
