Ice/Rad or Fire/Rad
I can't speak to the Ice/Rad because I've not played Ice Blast past 30, but my main is a Fire/Rad and she's an absolute monster in end game content. Now that she has t3 and t4 incarnate powers, she solos giant monsters like they were bosses. She's built for permahasten and perma AM, and raw damage (Musculature, Pyronic, Warworks, Reactive, and Clarion). I can post her build when I get home from work, if you're interested.

I would love to see that build. I rolled a Fire/Rad a few months ago and he stalled out at the time. As often happens, I came up with a cool costume and now he's rolling. Got him from 10 to 24 in about 2 days (no PLing) and I'm really psyched about him now. The incarnate choices you took are the same I was considering also.
To the OP, I don't have a ton of experience with Fire/Rad but it seems to me that Rad's AoE rebuffs are best paired with massive AoE damage. I think Fire and Ice have comparable ST damage anyway for boss fights. The real reason to choose Ice over Fire IMO is for Ice's mitigation powers but those are much less necessary when your secondary set is Rad anyway.

Here's my GM smasher. Her Incarnate power are the T4 Core Musculature Alpha, T4 Radial Reactive Interface, T4 Core Pyronic Judgement, T3 Core Clarion Destiny with the 120 second duration, and T3 Core Warworks Lore with the Vicki and buff bot. Plan to go T4 Core on those last two, eventually.

I was wondering out of those 2 which would be better endgame such as TF/AV/Trials/PvP. My ice/rad is lvl 31. He's great a taking down bosses but AoE is okay. I was thinking at level 41 get electric mastery and get Thunderstrike. Was wondering should i reroll to Fire/Rad if its better? Here is my Ice/Rad build:
