Short answer is you don't. I'm not sure what you're seeing, but only the Tier 3 Alpha 'Level Shift' increases your level outside of an Incarnate Trial. The Tier 3 Lore and Destiny 'Incarnate Shift' increases your level only inside an Incarnate Trial. Outside an I-trial, the most you should see is (+1). Inside I-trials you can see (+2) or (+3), 1 from each Tier 3 Alpha, Lore, and Destiny.

Umm are they saying they are plus two or three in Broadcast? The only level shift outside of the I trials are plus one from your alpha. Only in I trials like BAF or Lambda will you see the the level shift from your destiny slot if you have got up to Tier three.
edit: from wiki about the super inspirations: Ultimate shifts your Combat level by 1 when compared to the Combat Level of the enemies you are fighting. You may only use one Ultimate Inspiration at a time.

Ok, so I have full tier void judgement, ageless, and alpha muscaltulure, and my level shift is still +1, yet I see people running around in atlas park and other areas with +3s and +2s, how do you increase the level shift?
