Base salvage was made obsolete in i13.
All the base crafting and empowerment crafting is now done with regular invention salvage.
You can convert base salvage to "Brainstorms", then convert the Brainstorms into regular invention salvage.
The conversion recipes are on the small IO crafting table (not one of the big ones for crafting base items).
Read through the recipes very carefully. There are several different conversion values, and you will need to decide which ones will maximize your results.

I have been gone for a loooong time, and have a solo base. What's the deal with Base Salvage Components? Should I wait for I21 and start handing them out to Freebs?
Wow...did they ever make my hard fought for teleporters useless especially considering my SG is on the Red side, but really a small price to pay for the upgrade in ferries/trains.
