Would a KM/Regen build work in PvP?

Just about to get my first vill to 50 and my inital plan was just a reg team build that is still pretty built with IO's and everything. But I came up with this (again, no experience in PvP so) and was wondering if Regen in PvP was still worth anything and if KM would be too slow to work out. Any comments, tweaks welcome. Thanks
