How do you plan to play this? Grav/Ice would probably be the lowest damage combination possible for Doms, so you won't be getting many solo kills with it. You might be able to provide some disruption for a team with Wormhole and lolcage, but that's about it really.
I'm thinking you were looking at the slows and thinking how awesome they would be, but they really aren't that good anymore. Slows are almost worthless now, particularly in zone where your target can just run away at full speed while they wait for their attacks to recharge.
Not to be too mean or anything but that build is so bad it makes me think this is a troll post.
Also, Grav/Ice is a close runner up to being as amazing as a flying/TP'ing grav/psi dom who controls the outcome to zone fights with amazing skill.
Gravity is a solid set for PvP, but you might find Icy Assault lackluster. Any primary can be good, and I believe the most favored is mind control. Grav is still nice but icy assualt is pretty weak in the damage department.
My personal favorites are firey and energy assault because of solid damage numbers. I've seen a few thorns out there. All ice blast type sets after i13 just got hit with a major nerf bat. They all do very poor damage compared to other sets.
If you are set on grav, one of my old friends had an amazing grav/thorns. I've seen grav/fire's and /energy's do well too.
Slows sort of work but you need a cold with benumb to actually get any use from it.
Ice blast damage sucks but it still has better sustained ranged damage than alot of the sets.
If you want to play grav, go with grav/fire or grav/energy.
