What's the deal with factions? Can't change from "loyalist" or whatever, to hero.
Praetoria is a special zone (alternate dimension) for levels 1-20.
In Praetoria, you are either a Loyalist or Resistance. There are no "heros" or "villians" per se.
In Praetoria, you will get certain story arcs where the last mission will give you a choice to change your faction. You can change your faction as many times as you wish. Your choices will affect the direction of storylines and contacts that you will receive.
AT LEVEL 20, you will be given a storyline that will eventually take you to the portal to Primal Earth, where "heros" and "villians" exist. At that point, you will make the final decision to become a hero (enter Paragon City) or a villian (Rogue Isles).
But... is your decision really going to be "final"?

When they made Going Rogue, they decided the first time someone ran it to make a character, they would direct them to the new content and automatically make that character a Praetorian. The experience in Praetoria is a lot more morally ambiguous and nuanced. As Kat said, you play there until level 20 when you make the decision of whether to go to Paragon City, or the Rogue Isles.
Any characters you make after the first can be Hero, Praetorian, or Villain from the start, and you can play through the low level areas in Paragon or RI instead.

Hey, I was never given the option to select hero. I had the option to join the resistance or whatever, or stay a loyalist. I stuck with loyalist, hoping it would eventualily lead to heroism, but I'm level 12 now and still not a "hero". I can't befriend other heroes or any of that stuff. If I create a new character and refuse the tutorial, I am just given the option to select hero and that is RADICALLY different from start to finish from what I can tel.
What gives? Why does this have to be so confusing? am I just a nincompoop? How can I make my loyalist into a hero?
