Mostly because direct confrontation would lead to insane amounts of destruction (see Numenor). Therefore, Sauron's various "peers" (Gandalf, Saruman, etc) sought ways to work against him without direct confrontation.
Notice that the simple removal of Sauron's power with the destruction of The One Ring touched off an eruption of Orodruin and annihilated everything inside Mordor.
