I hope this suggestion isn't out of line. I was talking with my wife about this last night and the idea hit me.
When I started with CoH one of the things I really loved about the game was that there seemed to be a circular relationship between low-level characters, high-level characters and supergroups. Low-level characters could earn prestige for their supergroups, but needed influence to buy enhancements. High-level players had lots of influence, but needed more prestige for their supergroups. So, there was this great relationship that encouraged groups to work together and I loved that. Unfortunately, it seems like that relationship has been broken now that we have the invention and auction house systems.
So, my thought was "what if you tie the incarnates back into the low-level characters and supergroups?" Perhaps boost the prestige low-level characters earn and add some new base features that help low-level characters and some that tie into the incarnate system. Give everyone a new and exciting reason to get involved with their supergroup again. Make the incarnates important to the lowbies and vice versa!
Perhaps gaining different incarnate abilities would unlock special and unique items in the base for lowbies (an improved teleporter system would be a good start) and prestige could be used to install items that tie-in with and help the incarnates? And, of course, this would be a big boon for your base builder community which hasn't seen anything new for a long, long time.
This just seemed to me like an idea that didn't really require any new technology, just the creation of some new base items and tweaking of some existing rewards. And what you get for it is something that can appeal to new players (which Freedom should bring in a lot of), alt-o-holics, base builders, and incarnates. Seems like a win-win scenario with a relatively low cost.
