Also it doesn't really look like they are being hunted as such. It's more like culled. Think of Yellowstone. If you get an aggressive animal that keeps on wandering into public areas then it is moved or killed.

If herds of animals start getting too big then they are thinned out.

So as long as the people are sticking to the restrictions (stay out of this area, don't form too large of a group, don't use weapons) they basically get ignored.
