Why do I close the CoH launcher somehow my CoH forgets everything and I have to reset it?

The Launcher has never worked right.

When Soldiers of Arachnos got their names added to the Destiny List, Longbow managed to get a copy of the list and began rounding villains up. But one name on the list shocked them...
Run the launcher in Admin mode. It seems that your settings aren't being written to disk, which usually means that the program does not have the rights to write to its own directory.

Everytime I close the CoH launcher somehow my CoH forgets everything and I have to reset my windowed settings.... Is there a way to make sure that it doesn't forget my settings even if I exit the launcher?
I did /wdwsave but it doesnt change the fact that I gotta exit cov and then reload it again to change it to windowed mode.
How do I have it permanently in windowed mode even if I exit launcher?? This seems like a pretty mediocre but annoying issue that should have been addressed in the years that this game was out.
