does willpower need manuevers?
Maneuvers is the highest costing endurance per defense toggle you can get. Picking it up will depend on your build, your goals for the build, and how much more endurance you can afford to spend on toggles.
As Willpower, another toggle shouldn't be a strain on your endurance. Toggles are more valuable than set bonuses if you can afford the endurance cost, so it is probably a good idea to pick it up.
Keep the defense "sweet spots" in mind though. Anything between them is a waste of toggles or set bonuses. Aim for 32.5% S/L and E/N, or 45% defenses. At 32.5% defense, one small inspiration can soft-cap you for normal content and two inspirations can get you enough defense for incarnate content. Personally, I prefer 32.5% over 45% so you can fit more recharge in the build and run a better attack chain. Inspirations are easy to get.

DB/WP doesn't need much in the way of +RCH, to obtain BF - Attack Vitals Combo.
As for Manuevers being needed, not really, but it doesn't hurt either. Depends on what you're trying to obtain. I for isntance needed it to obtain 45% defense mark and like having it at that mark.

Dropping manuevers I can 4 slot kick or brawl for another kinetic combat set bonus and get the same +def for S/L that manuevers provides anyway.

You resist S/L damage strongly, but you barely resist E/N damage at all. Thus, in my opinion at least, it is more important to get that E/N defense up. Also, if you have E/N defense, those pure energy end draining electric attacks will be less likely to hit and drain your end.
Smashing/Lethal is NOT the only type of defense you want to build for, especially with a Willpower character.

willpower has access to more endurance recovery then most sets... you should have no trouble creating a build that will run maneuvers.

Currently reworking my db/wp build, trying to get semi-decent defense levels without spending crazy sums, and wondering whether manuevers is needed for the + defense, or is it really just a LOTG +recharge mule? dropping manuevers I can 4 slot kick or brawl for another kinetic combat set bonus and get the same +def for S/L that manuevers provides anyway.
What's the general consensus (if there is one)?
