New blaster secondary set idea

The secondary blaster sets are cute and nice, but the thing I really hate about them is that there isn't one for just someone who fights with fists and feet. It doesn't make much sense to me. If I make a soldier with assault rifle, for example, the only secondary set that makes sense from a RP standpoint is Devices.
But why would I want to take devices. Shouldn't my military guy be able to punch and kick without the need to take fighting and power pool sets?
So that's what I worked on today was a new secondary power set for blasters called Brawling.
I copied a few powers from other sets, but also gave the set a few special abilities unique to itself.

Brawling allows you to use your fists and feet in close combat. Through rigorous training, you are able to deliver punishing kicks and punches to your enemies.

Level 1
Jab-Melee, Minor Damage(Smash), Foe Disorient
A quick jab that deals minor damage, but has a chance of Disorienting the target, especially if coupled with other attacks.
Damage: Minor, Recharge: Very Fast

Level 2
Gut Punch-Melee, Moderate Damage(Smash), Foe -Def
You can deliver a punch right to the gut of the opponent, dealing moderate damage and increasing the likelihood that your next attacks will hit.
Damage: Moderate, Recharge: Moderate.

Level 4
Concentration
Greatly boosts your attacks for a few seconds. Slightly increases chance to hit.
Recharge: Long.

Level 10
Roundhouse Kick-Melee, High Damage(Smash), Foe Knockdown
A high damaging kick that is so powerful, it can knock the opponent down to the ground.
Damage: High, Recharge: Long.

Level 16
Conserve Power
You can focus for a moment to conserve your Endurance. After activating this power, you expend less Endurance on all other powers for a while.
Recharge: Very Long.

Level 20
Bellow-PBAoE, Foe -to hit
A loud shout that intimidates the enemies around you making them less likely to hit with their attacks.
Recharge: Long

Level 28
Sweep-PBAoE, Foe Knockdown
You perform a low spin kick that sweeps out the legs of everyone around you. While sweep deals no damage, it has a high chance of knockdown.
Recharge: Moderate.

Level 35
Uppercut-Melee, Moderate Damage(Smash), Foe Disorient , Foe Knockup
A powerful punch that deals moderate damage and can knock an opponent up into the air.
Damage: Moderate, Recharge: Moderate

Level 38
Combination-Melee, Extreme Damage(Smash), Foe Disorient, Foe Knockback, Foe -Recharge, -Speed
You unleash a deadly combination of punches and kicks at your opponent. This attack will knock out most opponents. Those that survive the pummel are left disoriented and slowed.
Damage: Extreme, Recharge: Long


I didn't want to make the set overpowering so I gave it a mix of good combat options. Concentration early and Conserve Power seemed to make sense for this set since as an experienced Brawler, you would know how to do both of these things naturally.

Problem:

The devs have stated that they are moving away from heavily melee attack oriented secondaries.

Any new blaster secondaries will be more like Mental Manipulation, with more emphasis on utility powers than melee attacks.

Your secondary idea here looks more like a scrapper primary than a blaster secondary, with 6 out of 9 powers being melee attacks. If you look at already existing blaster secondaries, even the melee attack heaviest sets only have 4 melee attacks (Energy and Electric). Fire Manipulation is even more slanted toward melee, but it isn't all melee attacks, one is an end recovery power, and 2 are auras.

If you want this to be considered, adjust it so it doesn't look so much like a scrapper primary set.

They could just add alternate animations to /energy, like martial arts kicks or superstrenght punches instead of the pompoms. Problem solved?
