Is it possible to get both Heroe and Villain accolade active at the same time? I mean like 10%, 5% hp, 10%, 5% power and 5/5% power ... x2

Nope. You can get all the badges but you don't get the powers twice.

And what's more, if you have one of the accolades and switch alignments, you will be granted the other side's accolade with the same power, even if you do not have all the prerequisite badges.

Or even if you can't possibly get all the badges at your level - my Stalker got Marshal at 39 (requires a badge from the LRSF).
