You should be able to find some elec/psi builds within the first 5 pages of the dom forums.
As for attaining permadom, getting to the point where you can maintain it isn't super expensive as you only need (i recommend) at least 85% global recharge from IO sets and hasten - 3 slotted with recharge IOs.
