its generally a one slot wonder (+3% def proc is good in it) but if you have the slots i like to put reactive in there for s/l/e/n def.

Definitely make it your lowest slotting priority. Slots are precious and leaving any other power underslotted would be worse than leaving SoW underslotted. It is a great power to use as a mule for a 3% defense IO, as ultrawatt mentioned.
Typically, if you are using Willpower on a brute(primary dual blades), how many slots would you put in strength of will?
