So while i was on beta i was playing around making lvl 50 toons of some things i might wanna make, and the one that really stuck with me was ice/cold/ice. was trully a lot of fun for me to play interrupt the enemy on trials.
Long story short i went on Mids and this is what i came up with. i was suprised at the stats it was showing me, for a troller, w/o having vengence active.

Smashing - 41%
Lethal - 41%
Energy - 41%

If there is anyone who would be willing to double check my results, i'd appreciate it. Its seems like a nice setup, perma ice slick seems damn useful to me..
