SA/SM Build Critique
Please include a data chunk. The data link does not work.
It looks like you are not using IO sets. Any reason why? You could potentially reach 45% defense (the soft-cap) and 90% resistances to all but psionic with the right setup.

Ok. Where to start?
Because of both Rooted and Granite armor -spd penalties, most stone builds focus on getting better movement speeds. Secondly, if they're going to live in Granite, they will work on overcoming the recharge penalty, and if possible the -dmg penalty. You're build doesn't really do much of that. I believe you'll find that most Stone builds will 3 slot swift with runspeed IOs. As it's an auto you don't need end redux.
Health! See ED above. Any more then three of one kind of Enhancement has very little to be gained because of ED, so slotting the 4th and 5th heal in there gains you very, very little. Unless I was going for specific IOs, or IO set bonuses I generally don't put in more then 2-3 slots in Health.
Hasten! See health/ED comment! Put three Recharge IO's in there at MAX. Any more is a complete waste.
Rooted: That set of Doctor Wounds would do you much much better in Earth's Embrace. (You could get away with 5 slotting it, but I wouldn't complain about using all 6).
As for Rooted, you can get away with 4 Heal/End Redux IOs if you don't want to grab a set bonus. At lvl 47 you could throw in Golgi Exposure Hamidon enhancements. Either way you'd be at the ED cut off for both Heal and Endurance reduction.
Tough: IF you're going to live in Granite armor, Tough doesn't need this many slots. You can be hard capped to s/l resistance without going beyond the base slot. You can add an extra slot or two for set bonuses if you want, or to give some debuff room. If nothing else I'd put in the Steadfast +def/res. unique in here.
There's a lot more I'd do to change up your build then what I've mentioned. I have a stone/stone tank myself and have a few variations on his build that I'll try and drop into the thread later. Read the links when you get a chance. Check out the guides at the top of the tank forum.
