Spines/Invuln can still be very solid if you build it well.
You won't be the top of the heap, but you won't be the bottom of the barrel either.
I don't know a whole lot about either set though, so I'll let others chime in with specific advice.
And I'm pretty sure you can hit scrapper resist cap on Smashing and Lethal damage, but take that with a grain of salt, because like I said, I don't know either set all that well.

If you want something that's more tanky I'd roll a brute or a tanker. If you liked being the team's DPS more, go with a scrapper (IMO).

I wondered if I could make a Spines/Invulnerability with high Recharge, capped HP, and softcapped S/L/F/C/E/N Defenses while at the same time keeping the Endurance drain under control. I'm quite pleased with the build I came up with.

waaaay back in the first couple years of COH, I ran a spines/inv scrapper who could farm or perform on team as well as a tank (faster in most cases).
I know I can't max resists for scrappers, but I can make them as good as a brute. so if it were you, would you go with a brute + fury or go with a spines scrapper for the AOE quills dmg?
