Set bonuses carry over to forms.
Click powers like build up and hasten carry over to forms.
Toggle powers like leadership and shining shield do not carry over to forms.
Accolade powers can be used in forms.
Temp powers are kind of all over the place, but the majority cannot be used in forms.
Light Form is an exception to click powers. It prevents you from shifting to nova or dwarf for the duration.

The clickies, and Light Form, I knew about. The others were the ones I
needed to know... I'm assuming the fitness inherents (Health & Stamina)
carry over?
That's a shame about Maneuvers and Tactics though, the +def and +perc
would have been nice to have while hover-blasting from Nova... Oh well,
guess I can drop the Leadership pool in that case.

Inheirants carry over, be they fitness, or Cosmic Balance 
...since I spun up a new Kheld. Recently, my once-a-week teammate decided
to finally roll up a WS (an M'Fr version a la Dechs' guide), so I offered to start
another PB to tag along (sorry Dechs - I can't do the WS, I'm a PB guy)
Anyway, last time I ran one consistently, only certain click powers carried over into
forms. With all the new Issues since then, including inherent Fitness, etc. I wonder
what carries over these days?
Health, Stamina? How 'bout things like Maneuvers, Tactics, Set bonuses,
etc.? In short, a summary of the recent "rules" would be very helpful.
