Well for starters I would recommend you get Mids Hero Designer to help you plan and refine your build. There is no one right way to slot, though there are some popular prevailing trends like building for Defense and/or frankenslotting powers for best effect. The ideal build tends to be a mix of Sets and frankenslotting tailored to the playstyle of the player.

Get Mids and throw up a build for us so we can see where you are okay, where you need help, and and get an idea of where you see this character going. In my opinion refining a build that way is better than just handing you a canned build that may or may not fit how you play.

Try this on for size

I see you didn't take hasten. I popped in Gale instead of Provoke, sometimes they function the same way

I usually don't post Hami-Os in my builds since they are hard to level up with but a level 49 power seemed like a good home. Storm/Psy is starved for slots

Triumphant Defenders Forever

I'm going to throw a suggestion out, and I hope you don't take offense, because this is what I would personally do. Since you've been away from the game for so long, I would suggest rolling an alt from scratch and get used to the game again. I would even suggest rolling a lowbie storm toon since Storm is such a finesse powerset. Get your feet wet, remember what you liked and didn't like about your storm/psy and then respec him accordingly.

Of course, you're free to disregard my advise, since I purposefully ignored your build request.

Most of all, have fun. Oh, and welcome back.

I appreciate that suggestion, too. I have more time recently to play, so I alt pretty hard, not sure about the OP.

In light of the incarnate content, I can also appreciate not wanting to wait until level 50 with a new alt before experiencing the new level 50+ content.

It can be difficult to give advice on IOs without a sense of budget, but Mids is certianly a good place to start, so that we can see exactly what you are thinking, and then you can post your build like Psylenz did.

In general there are two approaches for set bonuses that basically all builds can adhere to.

1) You want recharge. More recharge means more of your hard hitting powers (Freezing Rain, Lightning Storm, Tornado) up more often. Perma Freezing Rain, 3 Lightning Storms and 2 Tornados is an impressive sight to behold. The more recharge, the closer you can get to this goal.

2) You want defense (and ranged defense for a Storm Defender). If you can soft cap (45% ranged defense), then with the aid of Hurricane you can be virtually invincible until you get mezzed (although take a look at the new Clarion Destiny power in the incarnate tree).

I basically only play my Storm Defender so I have invested in two builds for him. I have a team build that focuses on recharge, and a solo build that focuses more defensively (although still with substantial recharge). That said, you certianly don't need to build for ranged defense to be survivable. Storm has enough tricks up its sleeves that with some practice you can take on pretty impressive groups without any fancy slotting tricks.

Some brief thoughts on power selection:
I'm not a huge fan of powers with endurance crashes, because everytime you use psychic wail you will need retoggle Steamy Mist, Tactics, Maneuvers, Temp Invul (hover, Snow Storm, and Hurricane as well if you happened to be using them). Which is too much of a pain for me to make psychic wail worthwhile.

I'm curious of your findings with provoke. It may help counteract the run AI from all of your slows, but I suspect you will find that you produce too much chaos for provoke to be particularly useful.

Also download Titian Sentinel. This will allow you to be on a character and then get their build that you are actually playing and put it into a format for Mids.
