Most likely you have done one and only one Hero alignment mission. The first one gives you regular Reward Merits and starts the clock on the respective alignment power (Call of Justice in this case). You need to re-affirm your Hero or Villain alignment in order to earn an Alignment Merit.
This is how you can have Call to Justice and yet not have any Hero Merits. If you run another Hero Morality mission, you will receive a Hero Merit.

You can convert the 50 "regular" Reward Merits into one (Hero, in this case) Alignment Merit at the cost of $20 million at Fort Trident.
This is totally worth it IF you spend the resulting Alignment Merit on an expensive enough item; I've done it occasionally, but not every time. Alignment Merits are generally more efficient than Reward Merits, but there are still some items you cannot get with Alignment Merits...you might want a fistful of Reward Merits in reserve just in case.

One of my hero characters has the "call of justice" power.
You're supposed to get that after having done 10 missions + morality mission.
I've looked in my salvage but I don't seen any "hero reward merits". I never knew about those kinds of merits before so I'm sure I've never spent them .
How could I have "call of justice" and no matching hero reward merits?
