The resistance would be exactly the same. The only difference is the higher resistance cap that you won't hit without outside buffs or inspirations.
If you want to DPS and you are set on your theme of Elec/Invuln, Scrapper would be better. If you want to tank, they both work about as well if you leverage your taunt aura on the Scrapper.
You just have to ask yourself what you want to do.

@OP:
The Brute is better for Holding Aggro/Tanking.
The Scrapper is better Burst damage, due to LR being much better on the Scrapper.
Neither are very good ST DPS, because Elm is not very good ST DPS.
The brute might be better off potentially, with gloom - but I'm not positive of that.
How much would it cost for perma dull pain? Would SS/Elec have better ST damage than Elec/Inv?

SS with gloom sits at the fairly high end in terms of brute ST DPS.
Was looking into making Elec/Inv/Mu that would be able to handle trials better than my elec/nin stalker. But cant decide whats better higher base damage or higher HP and Resistance . Which AT would you guys recommend?
