Absolute Amazement set question

Last I heard, the proc does nothing. If it has been fixed, it missed the patch notes - I'm pretty sure it's still broken.

I wanted to slot Absolute amazement (Chance for To Hit Debuff) in thunder clap but a friend told me it currently isn't working in PvE situations. Is this true or has it been fixed in a recent patch?
