Interface Ability
Don't have a blaster with Reactive, but my Scrapper has this, from what I can tell, while 25% is reliable, it isn't guaranteed. Honestly you will get more of a benefit from the -res than you will the DoT and I think stacking that will be better beneficial to you, but from what I heard, they average out, but me personally, I think in the long run you will get more for your milage if you take the 75% -res over the DoT, mainly due to the fact that it will increase the damage of all of your powers and taking advantage of that and stacking it four times will help solo a bit easier and provide some help to the team when teaming.

Another question for people with the Reactive proc. Folks with Rains and fast ticking damage auras are reporting that the iproc is firing with every tick instead of the usual every 10 seconds. Anyone with the Reactive iproc notice if its going off with each DoT tick from Fire Blast (or other any other DoT sets)?
I disagree with Captain. If you stack four of the -res which is the cap for Reactive, you only end up doing 10% -res. Pathetic, at tier 4. The DoT is a much better idea but I use it for a fire/fire scrapper with a damage aura, so even the 25% goes off quite a bit. I am going Radial for the extra damage and with a damage aura I will still be constantly stacking that little bit of -res.
The -res is 2.5% each time it goes off, even at tier 4.

"But in our enthusiasm, we could not resist a radical overhaul of the system, in which all of its major weaknesses have been exposed, analyzed, and replaced with new weaknesses."

I am a fire/energy blaster and went with the Reactive (fire dot & resistance debuff) for my Interface slot. I am at tier 3 and that will be my next upgrade to tier 4, so I am debating on which way to go, since each T4 uses different Very Rare items. I am wondering which would provie the best overall dps increase, the 75% resistance debuff/25% fire dot or the 75% fire dot/25% resistance debuff?
Dragonhawk (lvl 50 fire/energy blaster)
Flamefrost (lvl 50 fire/ice blaster)
'Snowflake (lvl 50 ice/dev blaster)
Dragons' Flame (lvl 50 fire/fire tank)
Psyshock (lvl 30 Rad/Psi defender)
