Gaga gets Weirded.
The one glaring difference between the two artists to me (and this is highly likely to be swatted down by her ardent fans), is that without all the headgear and facial ornaments Lady Gaga is to be kind an average person in appearance, while Madonna was a gorgeous woman in her prime.

It will be interesting to see if Lady Gaga can ever come out from Madonna's shadow. She definitely has more talent, and I think "Bad Romance" was bigger than any Madonna song ever was (and she had some huge hits). The first songs from the new album haven't sounded that great to me, but then again, I'm not the target audience.
I don't see Gaga as a modern-day Madonna. Madonna used sex appeal to sell her songs, while Gaga is androgynous and more concerned with looking different than looking sexy.
The person whose career Gaga is emulating is Elton John. She has the ambiguous sexuality, the outrageous costumes, and the mostly-mindless pop songs backed by a surprisingly high level of musical talent. And judging by last year's Grammy performance, I think Elton is honored to have someone else continuing his tradition of the flamboyant pop star.

Anyone who thinks Gaga is so "unique" doesn't actually remember Madonna (or most of the 80s for that matter) or Freddie Mercury or early Bowie or 70s Elton John or Little Richard or old school Bette Midler. Weirdness, fierceness, androgyny and costumes have been done plenty in Rock. And to those going on about her talent, she doesn't nor will ever hold a candle to those last five. Sorry, she's just not that special. Not hating, just 'pragmaticating' and 'perspectivising'.

Obviously each of these artists bring something different to the table. I have no problem with the idea that Lady Gaga has incorporated elements of many different people before her, including Elton John. But I still feel as the current "most controversial female pop sensation" out there that Lady Gaga is serving as the closest candidate to what Madonna was 20+ years ago.

I'm not sure the meat dress will have the same impact within popular culture as Madonnas lace did ;] , but your point is generally a widely held conclusion, right down to ticking off the Catholic Church.
Why wouldn't an artist want to follow her, she was almost as iconic as Michael Jackson was, and managed to stay relevant for a couple decades, ask anyone from Britney Spears & Ricky Martin on up how difficult that is.
