Can't open/reinstall the patcher

So the patcher wasn't connecting to NCSoft for me. I think an error a lot of people were having. Except mine never fixed itself. So I go and try to reinstall it. I uninstall the program, go to reinstall it, get an error that it can't install to a folder if there's still stuff in it. Go and try to delete the stuff in the folder and it gives me an error saying I need permission to delete it. So I can't delete the stuff to clean the folder to reinstall the stuff. I decide to try installing it to a new folder and get this error message:

What is going on and why can I get nothing to work?


Edit: I managed to get it to install but I'm still having the connection issue. Has anyone figured out a way to get it to work? It fails to connect during the Launcher update step.
