No special cap on this - with 126.25% global recharge, mine are showing 7m53s recharge.
Not sure why yours wouldn't have changed, at least by a few seconds. Maybe you need to zone or something for it to update with the new IO?
Tried that. Tried relogging. Zoning from Red to Blue (Rogue ATM).

The in game numbers do not reflect global recharge - you need to load your build into mids to get a good read on that

Is there a max cap on the recharge for this? With the IO sets that I have I got the recharge down to 10.28 min from 15. I added a LotG:+7.5% recharge earlier, and the 10.28 Min did not change.
At work right now, so I don't have game numbers, but I know that I have 5 x 6.5% global, and Call Reinforcements is slotted with Expedient Reinforcements Acc/Rec, Acc/Dam/Rec, End/Dam/Rec and Acc/Dam.
