Yep, bug. You have to change something else on your costume for the color change to take effect.

Not finding this listed elsewhere, but probably a known bug:
Just tried to recolor my destiny power. The interface works fine at the tailor. Can save the power template. And can reload it onto other costumes BUT...
Once I leave the tailor the power recolor is simply not taking
