Graphics card "cannot start"
Are you running 32-bit Vista or 64-bit Vista? If you are running 64-bit Vista then you are trying to install the wrong drivers.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I am indeed running 32-bit Vista.
My graphics card doesn't say "HD" on it, but ATI doesn't have a driver for just 2400 Pro, just 2400 HD Pro, and I can't really find much mention of a non-HD 2400 Pro on the internet, so I assumed they were in fact the same drivers.

I'm trying to play City of Heroes on my Windows, since my Mac currently can't play it, but it says the video card is unsupported. I know it should work, since I used it when I had XP, but now that I'm on Vista, it isn't.
I have an ATI Radeon 2400PRO card. When I go to the device manager, it says that "This device cannot start. (Code 10)". It doesn't even name the graphics card, it just calls it a Standard VGA Graphics Adapter.
I've tried updating the drivers with the package here, but it still says that my video card is unsupported, and the Device Manager still isn't recognizing it.
Thoughts on how to fix this?
