What kind of graphics can I expect from an onboard graphics card?

Looking at getting a new cheap laptop to replace an aging desktop, and I'm going through the stats. It has a ATI Mobility Radeon HD 4250 onboard graphics card. What kind of performance can I expect?

I've found it on some benchmark sites and it say 31 FPS on low and 17 FPS on medium for WoW, but I'm not sure exactly how this would compare to CoH.

You won't be able to run in ultra mode with all the fancy graphics, but you should be able to play CoH at the lowest settings if it plays WoW at the lowest settings.
