Can't Update CoH...

Hi I was just wondering why I cant update my CoH game. I opened the NCsoft launcher and it asked me if I wanted to update CoH. I clicked start immediately and it started. (It said that it already downloaded it and that it would install it. I then got an error message saying the following:

Access to the path 'C:\Program Files (x86)\NCsoft\City of Heroes\cityofheroes.exe' is denied.

Then I chose the repair option that it had and then it tried to repair but then I got this message:

Access to the path is denied.

This exact same thing happened when I tried updating from I18 to I19. The only way I could fix it then was to re-download and re-install the full game again. That took 4 hours. I don't have Going Rogue if that has anything to do with it.
