Quick question about the ability of AR/DEV
This may be your thing, but I'd never play this way. This is an assistance toon. I'd roll a defender if I wanted to heal and buff people.
Buckshot is a core power. If you feel you must be able to stun, you need to take beanbag as well as taser. And while targeting drone and tactics is interesting in a concept way, it's massive overkill unless you're hunting GM/AV. In which case, why do you want to heal and unmez your pals. No one takes the medical pool unless they want aid self.
I've not run Herostats on my AR/Dev but she gets the most milage out of Full Auto and Slug, but Buckshot is serious mitigation with damage. Make sure to get some range on it.
As for worrying about the kb in AR, heck, you picked AR, it's part of the package. Just like if you pick energy/ you accept it.
My style, I need five defense powers for LotG7.5s, which means taking stealth for mules. As for leadership, I'd only take assault. If I took maneuvers, I'd not run it, but just use it for the LotG7.5 and to get to vengeance if I had room. I'm not sure what I do take in /dev anymore. But I don't take trip mine, which I used to think was cool, but the teams I run on eat the enemies too fast to use it ever. I'd slot Winter's Gift -slow in Fly and load Hover with all the def uniques, but remember, unless you're a hoverblaster, none of the +acc, etc, will work. They aren't bonuses, they're power enhancements.

Edit: and you should take both teir 1 attacks due to defiance.

OK but I'm relatively new to the whole Mid's designer thing and that's why there are no enhances slotted as I am not too sure what to place in each slot hence my asking for a "guesstimate" so as to be able to figure that out lol so anywho thanks for the replies and hope to hear more opinions

AR/Dev is a common blaster type for concept reasons.
I'm guessing a RP toon ? Or Just happen to be on Virtue ? Not that it matters. But just trying to get a deeper feel for what your looking to do. Role Play wise you would have a bit more flexibility since no one is going to beat you up for power choices as it is RP. Thematically AR Dev is great also.
Game play wise though as was mentioned, and getting the feel you might be a newer player. I wouldn't create a build to be looking out for your fellow player unless your building a toon from the appropriate sets. Your a blaster so be a blaster. As an example you have to pick up Aid Other to pick up Aid Self. I would keep Aid Other slotted with base 1 slot it came with and maybe slot Aid Self with 3 or 4 slots to improve my personal heals. Stimulate another power for someone else which has no benefit to me, so I would get rid of it.
I see you have Assault, Tactic, Maneuvers. I also see you slotted these powers.. But you have Health and Stamina 1 slotted. With Stamina 1 slotted you wouldn't even be able to run all those powers and attack.
I would go over to this link and look at all the builds and start getting ideas from those builds.. Start looking at what common powers those build have. That should give you some idea which power most players who use this build gravitate to and why. Look at how they are slotted. If they are slotting Full Auto with 6 or 5 slots and your only slotted with 3 or 4 then you need to look at why. Look at the builds in MIDs and look at the numbers for each power, the damage and accuracy.
Just remember what that thread is about it is about getting Range Cap Defense for AR Dev so understand that thread is going to be unique to that in some sense, but nonetheless there are other builds in there and some good stuff.

Also keep in mind that you can have two different builds. If you can finance them both, you can create one that is good for solo, and one that is good for teams. As was said above, mines is not terribly useful in teams, but can be a game changer in solo play. I imagine as can gun drone, but I can't seem to drop any of my other choices to ever take it.
Also, just advice, it is best to always slot your stamina, you will find in big fights, unless you give up some damage or accuracy for end reduction, you will be running out of endurance quickly. I personally would not give up either.
Other than that, I am fairly new to number crunching (yes, I have seen the light, go gloat elsewhere guys...lol), but you have been given some good threads to check out.
