It would be fun to get mission teams that would ALL get merits from an arc, but if someone is below the level range, they would not be able to join in today's case. That means in a typical team you would be stuck doing only 20s or 30s arcs if you wanted to do ouro arcs instead of potentially higher level arcs if the leader was 50.
Allow people of any level to join a higher-level ouro arc.

Providing the lower level is 25+, I don't see an issue with them teaming with higher level teams like we can outside of Oro. I guess the only item is that some badge missions could be more attainable (since you can repeat) at lower levels. But is that really that big an issue?
The suggestion I made a long time ago for Ouro is that instead of the current TF based system selecting a flashback would add a "Flashback Contact" to your contact list (this would look like a regular contact but have the Ouroborus icon somewhere). You can get missions from the contact as if they were a normal with the following exceptions:
1. You are limited to one "Flashback Contact" at a time and must complete or dismiss one before starting another.
2. While inside a mission given by them you are exemplered down to the required level
3. They only give a particular story arc or badge mission after which they are removed from your list.
The obvious advantage of this is it allows you to do a flashback arc at your own pace and change your team for it at will as well as taking a break to do other missions (or TFs) if you desire.
Compared to the current system it would have the following downsides:
1. If a group wanted to do the entire arc together for merits they would need to use the "team completion" feature.
2. You'd be at your natural level for hunt missions and travel
3. You couldn't use Ouroborus for quick transport to certain areas (i.e. starting the Stolen Power Falshback for a free port to Cimeroria).
I don't think any of these are fundamental problems, the first has a solution which, while cumbersome, does work. The second would make some arcs easier but hunt missions don't award XP/Inf anymore anyway so it's not really a huge balance issue. As for 3, well I doubt that the devs intended ouro to be used that way anyway.
