Weird Insp Window Relocation

I have a weird display configuration. To recreate:
1. Disconnect the inspiration window from the toolbar.
2. Add a new tool bar.
3. Adjust the new tool bar's position so that it is on top of the existing tool bars.
4. Relocate the inspiration window so that the bottom of the window sits on top of the added tool bar.

When I zone, I see:
Everything remains the same, with the exception of the inspiration window. It has now moved down behind the newly added tool bar, the bottoms of both windows (the insp window and the newly added tool bar window) aligned.

Weird, huh. You want weirder?

Recreation:
1. Disconnect the inspiration window from the toolbar.
2. Add a new tool bar.
3. Adjust the new tool bar's position so that it is on top of the existing tool bars.
2. Add ANOTHER new tool bar.
3. Adjust the new tool bar's position so that it is on top of the existing tool bars.
4. Relocate the inspiration window so that the bottom of the window sits on top of the latest added tool bar.

When I zone, I see:
Everything remains the same, with the exception of the inspiration window. It has now moved down behind the most recently added tool bar, the bottoms of both windows (the insp window and the most recently added tool bar window) aligned. BUT IT DOES NOT GO BEHIND THE FIRST ADDED TOOL BAR!

Inspiration window has always drifted about for me as well.
It is indeed annoying.
Sometimes, when my cursor hits a spot where the window used to be (but has drifted away from), the name of whatever inspie was in that position will pop up.
