HEATS and epic pools?

I really detest having to run the patron arcs v-side in order to get access to epic power pools. I did it once, on my brute. When my MM reached level 43, I stopped playing her because I hadn't run the patron arcs and really didn't want to. It's not even a hatred of the arcs per se, it was just something I couldn't be bothered to do. When GR came out, I took her rogue and was happy to see that I had immediate access to hero epic pools when I trained blueside.

Now I have a night widow who just turned 41... and is currently a hero. When I trained, I wasn't offered any epic power pool. Is this working as intended? If I go back to redside I can still get access to a villain epic pool by running the villain arc... why wouldn't a VEAT have access to hero epic pools? (And I don't remember if khelds get that or not either, been a while since I leveled my WS up. But then, if I took my Warshade v-side, I could probably run one of the patron arcs yes?)

khelds do not get any epic pools and VEATs are limited to patron pools (presumably to maintain balance and supposedly limited due to the lore as well)

For the record, you don't have to go blueside to learn APPs - all applicable villain archetypes (i.e., all of them but VEATs) unlock them automatically at level 41, just like heroes, regardless of their current alignment. You don't even have to have Going Rogue installed, it's a part of vanilla CoH/CoV now. (I know this because my level 50 Elec/Invuln Brute has Energy Mastery, and I don't have Going Rogue - he started as a Villain, is currently a Villain, has never been anything but a Villain, and I couldn't switch him to another alignment even if I wanted to)

Kheldians don't get access to any Epic pool powers, Ancillary or Patron. They can go redside and run the Patron arcs, but no new powers unlock.

Okay, that helps. I' m working from TopDoc's Night Widow build that includes Gloom from Soul Mastery so I kind of knew I'd have to go redside again at some point to get that, but it was "far off in the future". And then I hit 39, 40, and 41 last night (ITF is a wonderful thing), and the future was NOW. And I was surprised there was no other option offered.
