This is my current build. It took me about 6 months of heavy play to put it together. Both Local_man and Draggynn gave me some useful tips. It can PVP, it can PVE, and change a flat tire. I designed it to fulfill as many roles as possible without sacrificing in any one area.
With the various Alpha slots you can get to under a second away from perma PA, or cap resists at 75% for smashing and lethal, along with getting ranged defense to 41.4%. You can hurricane to herd mobs, and drive your survivability up even higher, by pushing them out of melee, and debuffing their to hit by another 43.6%, putting most mobs at well over 40 points past the soft cap. I can solo 3-4 x8 spawns at +3, and +4 with the right inspirations.
When soloing I typically run the Cardiac Core Paragon, when grouping with an Empath or Kin, I'll switch to Spiritual Core Paragon. Freezing rain stacks and when procing debuffs mobs defenses by 44% and damage resistance by 50%, although the recharge could be pushed a little higher by dropping the lady grey set I prefer the extra recovery. In general I run 170% recharge with perma hasten, PA only approaches perma by switching to Spiritual. My last power choice has been the hardest, and I find myself waffling between hurricane, which I rarely use, and assault with another proc in lightning storm. Any and all feedback appreciated.
