Soft capping fire/cold worth it?
I don't know about defense debuffs. But my own Inv Tanker has done well with about 40% fire/cold defense (1 enemy in range) and 30-32% resistance and considerably less regen. And that definition of "doing well" includes soloing x8 missions against fire-only enemies.

Attacks that are pure Fire or Cold are actually pretty rare.
Most of the fire/cold attacks in the late game are paired with smashing/lethal, so your defense to that should cover it.
If you can softcap it without hurting your build any in other areas, go for it. But, if it will hurt you somewhere else to do it, don't worry about it.

They (fire/cold) don't do defense debuffs but cold does slow recharge and movement. Resists Elements + Winters Gift unique io help (a LOT) but it's still best to avoid cold attacks.

I was thinking about respecing my Inv/ tank to soft cap to fire/cold, but I can't think of any groups at level 50 other than CoT and Longbow that do elemental damage. I'm already at 33% defense to fire/cold, have 35% resistance to them, and have 320% regen. I'm thinking that should be enough mitigation. Also, correct me if I'm wrong, but I don't believe elemental damage does defense debuffs.
