Yes it causes aggro, but I'd be less concerned with this as the power is usually used as a debuff so that follow-up attacks will be better. The attacks cause aggro anywise. Is it worth it? I like it, it's not a game changer but it does help out when it goes off.
Personally, I wouldn't slot the proc there.
I've only got Surveillance on my Bane, not a blaster. Still, I'd hesitate to slot anything in it that draws aggro. While I usually use it as a lead-up debuff, putting the proc in it makes it so that you can never use it as an aggro-free enemy scan.
If you plan on never using it except as a debuff, and have a slot to spare, go ahead, I guess. It's not going to matter if you plan on aggroing the enemy right away anyways.
