If you go to the Suggestions and Idea's forum http://boards.cityofheroes.com/forumdisplay.php?f=603 you can make suggestions for new power sets, yes. From the main forums page, look under "For Fun", then "Suggestions and Ideas".
Also, it's best to do a search first, to see if someone else has made the same/similar suggestion previously.
