Hypothetical: Rikti EAT story arc specials

Okay, so hypothetically speaking, if we ever got a Rikti EAT, I imagine that, storywise, it would be split between Restructurists and Traditionalists (bonus points if branching dialogue also lets us integrate our backstory as being native rikti or a converted human), at least that's how it would likely seem.
One problem though is that Rikti are a big part of the lore, so a Rikti EAT needs the consequences of their actions to be felt in the world.
My proposal is this:
When a Rikti of the Restructurists alignment completes one of their epic arcs from level 30 up, it triggers a Rikti invasion to happen in a blueside zone and a redside zone. (Bonus points if one of the zones was the one where the mission had been set in)
On the flipside, when a Rikti Traditionalist completes one of their story arcs from level 30 up, it causes all the pylons in the War zone to change to allies (they got hacked) and the shields around the mothership to go down.

This sort of thing, as stated, could help Rikti EAT players feel like their making an impact without causing permanent change to the environment around them. My one concern is that the Restructurists proposal has griefing potential on the flipside, farming potential, so something might need to be done about that somehow...

As someone who's been asking for a Rikti AT for a long time, the above seemed to me to make perfect sense.
Until you actually think about the Restructurist side of things.

So, yes, Traditionalists make sense. Tidy up some of the old arcs that are no longer viable, and make it common knowledge that the Treaty is in effect.
However, why then would the Restructurists have a need to...fight Restructurists? Which is what would happen. Why would a Restructurist Rikti go and actively bomb the Mothership?

Which, in turn, led me to a theoretical third 'faction', or rather a lack of one. Rogue Rikti. Those who have broken free from the mental network, either by choice or because they were once Primal humans, and have struck out on their own, in search of...whatever, really. Vengeance, money, power, etc. Which neatly solves the conflict of interests in the Warzone. Maybe they hate the Traditionalists, but it'd also be profitable/satisftying enough to hit back at their old comrades.

Uh...why? Kheldians are a big part of CoX lore too. CoX lore wouldn't likely exist without Arachnos. Yet all they get is an incredibly bad meta-game 'story' arc tacked on, like some pennance for being that much fun to actually play.

Isn't that the entire point of CityOf and the Superhero MMO genre? It actually makes sense that the status quo is upheld, because the Heroes and Villains can never quite overcome the other. And again, why them? Much though I'd love to have a Rikti AT (Read: Scream like a little fantard and then proceed to roll about five) why should they get that when neither Kheldians nor Arachnos did? It makes no sense.
