Critique latest Ice/Ice/Arctic build
IMO Spiritual will work better with that build, you don't need that much defense and your accuracy looks mostly fine. Having your AoE's and Hoarfrost up sooner is preferable. It would be fine to get Nerve for those special missions that have high to hit enemies and/or defense debuffs. The good thing about the incarnate system is that you can always switch.
At first glance, I would like to see more slots in Frozen Aura and Ice Storm myself, as those along with Frost will be your most important attacks.
Oh, and you're one purple set over the rule of 5(which seems to just make you lose out on 10% recharge).

Auroxis - Emp/Rad/Power Defender Pylon Video Soloing an AV
Pelvic Thunder - SS/Elec/Mu Brute
Sorajin - Elec/Nin Stalker
Neuropain - Sonic/Mental/Elec Blaster
For heaven's sakes, put the Armageddon's in Frozen Aura instead of Icicles.
I'm assuming all the purple sets, even going over the 10% x5 cap, is to build up your tox resists & psi def? I don't play Ice (the only primary I don't play), but that looks pretty impressive--50% tox resists and nearly softcapped Psi def.
No Ice Sword--do you have a complete ST attack chain w/o it? Looks like Ice Blast is your bread & butter attack...
Minor nitpik: the chance for BU in BU is a waste. That'll fire so rarely, I'd just stick in a 50 rech IO instead. In fact, I'd pull 3 slots out of CE (you're already overcapped for S/L, even w/o EA) and add a slot each to BU, Hibernate & Ice Storm. Hell, I'd pull each of the 4th LotG sets too since you have enough +Acc from the purp sets. You could likely 5-slot Ice Storm that way. Maybe even add a 5th slot to FT for a Endo HO (take it out of Stamina?).
An Offensive Guide to Ice Melee
Thank you for the suggestion of moving Armageddon. Didn't have FA before inherent Fitness, and put it in when I read in the forums how much better they made it. Didn't even think to move that set.
I think you both are right about IS, need to look at improving that.

Anyone have any recommendations on which proc to slot into Chilling Embrace, -Recharge or +Smashing? Stack what I do well already or increase my damage output?
Last night I just got this bug for sharing my latest build for the very first toon I ever rolled almost 7 years ago. We have been through alot, and because of that, I just have never found a toon I've enjoyed as much as 58.
This started to see how many purples I could fit into him, but it ended up turning into quite a fun and survivable build to play. I got him softcapped for S/L/E/NE, good regen and recovery, and with all the recharge, Hoarfrost is only down for 14 secs without the need for Haste. My one glaring hole is psionic. Running Carnies at +4 x8, and those damn Dark Ring Mistresses can tend to make me faceplant if i'm not careful.
Since the WSF has been announced, the only thing I have really been thinking of doing is reworking the level for some of the slots, to keep more set bonuses/globals when exemplaring. Also, I have read elsewhere, posters wondering why anyone would choose Nerve Alpha. I went with Nerve because more of my powers were affected by all of its aspects then any other.
Suggestions/Comments would be appreciated. If not, this is just my contribution to what an Ice tank can be.
