Planning a new WS.
The build looks ok in general, so I'm just gonna comment on a couple things in your post and let others nitpick the build more.
Kismet will only give you that tohit while combat jumping is on, but you only have one attack, one nuke, and one semi-nuke actually slotted in human form. Are you relying on it for making sure eclipse and mire hit?
I much prefer Armageddon in Dwarf mire, when you reach that point, because it gives many more chances for the proc to fire, and you are likely to use it against a single target too.
12 points Kb protect is truly unnecessary, in my opinion. 4 suffices. If you are tanking in Dwarf, it has its own kb protection already.
Not sure recharge is really necessary for Stygian Circle.
Black Dwarf Drain needs lovin'. Black Dwarf Mire would like some too.
For giggles, you might try slotting the FF+rech proc in Nova Emanation instead of that recharge. It has a nice effect over time.
Edit: WOAH, Stygian Return does not need extra slots at all. The base slot is enough. If you need it maxed on recharge, something is wrong. If you need it maxed on damage, you need to figure out another way to kill things.

Are you relying on it for making sure eclipse and mire hit? Actually, Kismet will last 2 minutes from when CJ is flipped of, will it not? I was under the impression that is how such abilities work, at least with uniques like Numina's. Regardless, if I'm in Human form I can take half a second to hit it for the combat mobility. Eclipse accuracy is fine for everything but +4s, and I don't farm, so if I'm facing +4s I will have some team buffs to back it up. I can probably drop this, to be honest. Made changes to build according to some of the suggestions.
Dropped stygian return to 1 rech, dropped circle to 1 endmod/rech.
Moved slots to Dwarf Mire, 6 oblits. Also some to black dwarf drain. 2 nictus 3 c'ing imp for HP bonuses.
As for purples: Armageddon to dwarf mire, minus 1 slot. Drop the straight damage enhancement (gains ~6 damage per activation roughly if kept). Extra slot goes into Dark Nova Blast, along with the -1 slot from Unchain Essence to allow for Apocalypse.
Those 120 seconds uniques like Numina's and the Kismet were changed a few patches ago to only function when the power they were slotted in is turned on (so always in auto powers like Health). I'd look up the patch notes, but that sounds like too much effort at 2 am I'll just wait for someone to confirm.

Yeah, the 120 second powers were changed...also too lazy to find the patch notes, but it was really noticable to those (like me) who had stealth procs slotted in powers like CJ...in escort mishes, hostages sometimes wouldn't follow you until you waited for the effect to wear off (probably one of the reasons for the change IMHO).

Thanks for letting me know, I wasn't around for the initial change, I don't believe. I came back about a month and a half ago after a long hiatus. I'll drop it and find another spot for the slot.

I can't comment on the build right now, as I'm at work and don't have mids handy.
EDIT: After looking at it in Mids, I can't say I'd change much. I'd dump the kismet, since if you don't have the power toggled on it's not doing you any good. Where I'd put that slot... I have no idea. I think I'd drop it in Stygian Circle, add the Endmod/Acc/Rchg to it and get a couple hit points. I dunno.

Yeah, I edited it earlier to say I forgot to move the Kismet.
The proper build with it was on my laptop, I moved it to Eclipse and ended up adding a straight generic Acc IO.
For giggles, and because I am enjoying this character so much, I wanted to see what was possible now that Mids handles Alpha slotting. So I went and copied her build file and redesigned it around purples and a 45% Rech / 33% Heal and Stun Alpha.
It's actually rather silly, here are some examples:
Hasten is perma with 1 Recharge IO, that's it.
It freed up a number of slots used on straight recharge IOs (the two nova AOEs), as well as other places.
Dwarf Mire is triple stacked(?) for about 0.15 seconds. At the very least it means being able to fire a third Mire while maxed from the first two!
Unchain Essence up in under a minute, Quasar under 1.5 minutes.
Eclipse is permanent without Hasten.
I dropped the recharge IO from the fluffies, only lost a few second. Still can have 3 out.
Sunless Mire can stack with itself(?) for about 1.8 seconds if left with 3 Acc/Rechs, but I switched it up to a max of Damage, End, Rech and a little acc. Recharges in 29.99 seconds.
Gravitic Emanation is up in ~10 seconds and lasts 30.
Dwarf Drain is a 34% heal every 4 seconds.
NOTE: Clicking forms on will disable the effect of your Alpha in Mids until you reselect the Alpha.

I ended up switching around some slotting to be more friendly to END reduc, though.
I think pretty much everything but Nerve would be worth trying. Musculature would kill things (slightly) faster and potentially improve the overall end recovery of the build (considering that no forms or stamina are slotted with endmods). Cardiac would be a nice chunk of extra RES on top of the end management (a lot of powers are lightly end reduc slotted). The cone range would also help with both Emanation powers.

The good kind of silly. 'Awesome' silly. Not the bad kind!
Got my WS to 47, picked up almost all of her IO slotting. Running around with ~150% global recharge and most of my powers slotted up is absolutely glorious. Still room to grow, too, as I gain the last 3 levels I'll add another 18.75% recharge.
As long as I have breakfrees and the occasional blue for quasar, the pain train keeps on chuggin'.
Can't wait to add the Armageddon proc and SBA proc when I hit 50, either.
My WS hit 50 last night after I posted that bit above. She's fully IO'd out now, I believe I spent 750-800m on it. Not too bad, anything under 1b is acceptable in my mind.
I also picked up my first tier of the Spiritual, going to try and get the tier 3 done this week (although, RIFT starts thursday, splitting time between two games is hard!). I might run the character as my main and purple it out, some day.
I love my MFing Warshade. She's overall great, I could probably tweak my play style a bit (I don't make much use of the aoe stun, for example), but I am survivable and knock down spawns pretty well. I have to see how I handle other groups, though, as I've spent the past 15 levels fighting primarily Cims (which can wear me down if I don't keep a pile of food) and Rikti (which aren't a problem).
Only a few complaints:
The dwarf form mez bug. I'll get over it, though. Tray of breakfrees, ho!
My ST damage feels.. lethargic. On tough single targets, such as AVs, I've been doing Gravity Well > Nova > ST attacks then repeating. Suggestions?
On heavy AOE teams I feel like I lose a lot of time and value shifting and such. I end up usually just racing to nuke spawns. Sunless Mire, dwarf Mire, pop nuke, run to next spawn, kill minion, dwarf mire, pop nuke, etc.

Personally, when I farm, it's on -1/x8. All I look for are purple drops, so level 49 enemies are A-OK in my book. They die faster and give me less to worry about. It's best to look for groups that don't have a lot of mez, but with -1s, even dwarf mops up pretty quickly.

For tickets I guess I'd just make a generic group with no mez.
I don't use Gravitic Emanation much in actual play, I was considering swapping that for Inky Aspect with the same slotting. I'd rebind my Alt+Q from just dropping forms to dropping forms and toggling on Inky Aspect.

Dechs inspired me to try a WS again, something I haven't done for years and years. She hasn't gotten too far (used the 2xp for other things), but I'm a mids junkie and wanted to throw her a build together.
WS builds are just weird as hell for me. I've got like ten mule powers or something. I'm somewhat happy with this, there is one free spot left to go wherever. Not sure on the best placement for it, though.
For changing it up with purples, if this build ever got there a few years down the road: hecatomb in smite, armageddon in quasar, ragnarok in unchain essence, AA in emanation, remove 1 slot from unchain and place that + extra in dark nova blast for apoc.
This is probably the only character I'd 'ever' consider purple sets in because I genuinely feel they fit without risk of dropping defense that other characters may have.
Picked up -12 KB prot for covering every angle. Steadfast Def 3% can fill a potential hole in a situation where team buffs don't give you 'quite' enough. The Kismet gives a metric ton of accuracy to a variety of the powers (mids is set to 39% base acc for myself).
Any insight would be appreciated, going to work this one next now that my Dom is almost 50.
