No Double XP on Synapse TF

We have tried both quitting to login and re-starting game. We are also only receiving one reward message per enemy.
Confirmed: other players are getting double XP, and switching to another toon awards double XP. Perhaps it is just the synapse TF?
We came to the conclusion that we were still receiving double experience, however at a reduced rate.
Teams divide experience across all members, so the amount received on a full team is a wee bit lower, but still double than normal. The idea is that you kill more and get more, but for less of a pop.

The experience that a character gets while on a team is affected by the team's size, by his level relative to the enemies, and by his level relative to his teammates. Larger teams get a higher XP multiplier, but the rewards also get split more ways. I am currently doing the Synapse TF and my team does not believe we are getting double xp. I am level 43 currently, but exemplared to 20 for the TF. A level 21 minion is giving 1216 xp. According to the wiki, at level 43, an even level mob should give 1198 normally (not double xp) so we should be getting over 2000.
1- Am I correct? Are we not getting double xp?
2- Anyone else seeing this? Any ideas on how to fix?
We've tried relogging with no luck. Thanks!
