Recharge, recharge, more recharge, and defense. Perma Dull Pain is a "must". Take Tough and Resilience, but you can't really boost resistance much outside of that (well, Shield Wall, but that's 2 billion). Defense can be substantially improved through pool powers and IOs, though, even while focusing on recharge.

just wondering, what can a spines regen handle if its all decked out? i have a 50, but i havent respecced her in, well, in a loooooooong time. she is still running 50++ enh and around 17 hami's O's
and sorry to OP for intruding 
We all know that the only defense that comes stock with a spines regen are fast healing/regeneration.
For set bonuses, I'm torn between getting perma-dull pain or trying to boost regen and some defense and resistance.
Anyone have any recommendations?
