I think my Kat/SR is finally done
I run a similar build with BS/SR, albeit slightly cheaper. 1, Focused Accuracy caused endurance problems when it was turned on and I really only needed it on for select fights. Fights that could be managed with a single yellow. Arachnos and Rikti Drones come to mind. The former for their blind grenades, the latter for their amazing defense.
My alternative to the FA build, was instead to take Conserve Power and Physical Perfection coupled with the first three Leadership toggles.
Maneuvers gave me the defense cap, Tactics and Assault I turned on for teamplay. Otherwise, the combined end drain was staggering with my already hefty sword moves.
I've sinced evolved into a Tough/Weave combo. I'm still at/over defense soft cap, but I pick up another 15% or so resistance for those occasional hits that do manage to land.

Thanks for the feedback. I'd thought about putting some of the leadership powers in my build, but instead opted for the utility of Recall Friend and a LotG mule slot in Stealth. However, your build did make me realize that I could drop one recharge slot from Practiced Brawler and still have it be perma. I think I'll take that extra slot, put it in Tough, and put in two Ribosomes I have laying around. That'll bump up my S/L resistance a bit, in addition to the Cardiac boost.

I considered Recall as well as a host of other powers in my build for some of the filler and utility. I opted out of Recall because in my experience, we Flyers aren't the first to a mission and Recall gets minimal usage at any point. Personally, I feel the team and the individual is better benefited by any of the leadership toggles. Assault comes to mind for that extra helping of damage.
But yeah, fiddling with the build brought flight speed to my attention in one of my incarnations and helped me optimize out of wasted slots. Sure, useful if you plan on slotting one of the Flight sets.
If you put some slots into Build Up instead, slot those all for Adjusted Targeting, then you can squeak in some extra accuracy and 5% recharge which you may or may not need. Compared to the minimal gain on Tough it's something you might consider.

Heh, with as many purple and PvP IOs as you have there, I can imagine it is looking nice. Unfortunately, I'm not that flush with inf to manage something like that. I will move the Kismet +acc to Focused Fighting, though, so I don't have to have Hover running for it.
And the copy tool isn't working again...
So what I'm looking at now is leaving Build Up at the two slots with Adjusted Targeting. I don't think the extra 5% recharge will make that much difference, and my attacks are sitting at a base accuracy of 280-290% with Focused Accuracy running. Moving an end redux to Assault and Stealth, and adding an end mod to Physical Perfection seems to be a practical choice rather than trying to modify a whole bunch of other stuff.

End drain is something I combat on longer fights. If I stop for a few seconds, I can recover sufficiently to keep swinging. But longer fights, like AV's or GM's, i'm fighting not just their health but their regen and that's when my Nemesis attacks. Had my toggles fail me in a WL fight. Took an ugly aoe shortly thereafter. Yeah, I watch my end bar a lot more closely now.
I considered Medicine as both filler and a necessary heal option. But I don't feel I can slot it to make it effective on top of it being thematically out of character for my scrapper. That being said, it might go in on the next rebuild, to test it's effectiveness. Sacrifice some theme for long-range durability.

The Cardiac Alpha boost will definitely help for your longer fights.
Got one more tweak, keeping Aid Self 5-slotted and returning GSFC to the build but this time putting it in Build Up. That way I can still be capped without having to run Stealth, which further helps to manage my end usage. Of course, both Stealth and Hover are there if I need them while fighting certain mobs.

I've been tweaking this build for a while and I think it's finally ready to push live. The last changes I made were adding the Winter's Gift slow resist, taking slots out of fly (because I didn't realize that it was already speed-capped) and adding end redux to Stealth and Tough. Combining those with a Cardiac alpha boost and occasional Conserve Power seems to solve my end problems. At least enough so that I was able to solo my first pylon tonight.
Positional defenses are in the 51-53% range with both Hover and Stealth running, which gives me a buffer depending on what I'm fighting. Anyway, comments or suggestions are welcome before I use my last I19 freespec.
