I've just return from being away from CoX since I4 and with all the new abilities I was wondering how to respec my scrapper. I worked out a plan and was looking for input.

Really? Back when it wasnt that good. I'm curious as to the reasoning behind your suggestion.

Parry gives giant Melee and lethal defense, reducing your susceptibility to alpha squishing hugely, and melee survivability substantially. It is the bread and butter for sword scraps (that aren't playing a high-def secondary).

My standard Regen boilerplate with quick and dirty I19 update (someone please correct me if I've missed something):

“There are definitely other approaches, but here's what I'd consider a basic plan for the Regeneration secondary using SOs or common IOs:
  • Fast Healing at 1, 3 heals
  • Reconstruction nice and early, 3 heals, 3 recharges
  • Quick Recovery nice and early, 1 endurance modifier at first, add 1 or 2 more as necessary (Edit: With inherent Stamina, this should now only be when you find you need it.)
  • Dull Pain when or shortly after when available, as there is a lot to squeeze in at that level, 3 heals, 3 recharges
  • Integration at 16, 3 heals, possibly 1 endurance reducer
  • Resilience when and if you can work it in, 1 resist
  • Instant Healing when or shortly after when available, 1-3 recharges, no heals unless you're swimming in slots
  • Skip Revive
  • Moment of Glory when or shortly after when available, 3 recharges
  • Hasten when convenient, 3 recharges
  • Tough when convenient, 3 resists, 1 endurance reducer
  • Slot Health when convenient, 3 heals
  • Slot Stamina with extra endurance modification only if and when you start having endurance trouble, which may not be until 30 or later, only add 1 or 2 more slots as necessary"

If it were me, I'd also try to get some basic defense, but it will use up even more power and pool choices. Combat Jumping or Hover, but don't worry about slotting for defense. Weave with 3 defense. Maneuvers with 3 defense. The Steadfast Protection unique in Resilience or Tough. With even-level SOs, that will give you 14.3% defense to all. Not great, but not bad."
For Broad Sword/Regen, your attack chain should be Head Splitter -> Parry -> Disembowel -> Hack -> Parry. That takes some recharge, though, and more than Hasten provides. The cheapest and most effective way to get that recharge is to frankenslot, but at that point, we're talking about set IOs, even if we're talking low budget. So I'm not sure we want to go that far yet. So you'll probably just be punching attacks as they recharge until you work up some influence and are ready to dip your toes in the world of IOs.

Don't slot Swift heavily like that. Probably don't slot it at all.

Flavor of the month epic pool for Regen is Soul Mastery for Shadow Meld.

If you plan to use Whirling Sword, it's worth six slotting.

Hopefully that'll get you started, though you may want to know a whole lot about WHY I'm making various recommendations, like with your question about Parry. Let me know.

Instant Healing is no longer a toggle. (not sure if it was when you left or not, just throwing it out there)

Regen is HIGHLY susceptible to burst damage, and there are MANY things in the game that can one or two shot a scrapper at HP cap. If they don't hit you, they can't one shot you.

You can build a BS/Regen scrapper pretty easily to be permanently at or more likely above the softcap on melee defense.

Since you left LONG before the devs gave us the numbers behind the powers, I'll explain.

An NPC that cons even to you has a 50% chance to hit you if you have 0% defense. The game will not allow the chance to hit of anything (that includes you as well) to go below 5%. So, if you reach 45% defense, your enemy's chance to hit you is as low as it will ever get.

With IOs (another thing added since you left) you can get a /Regen scrapper up to around 30% defense to melee attacks with some effort. If you do that you will only need 1 Parry to hit the softcap. If you get up to 15% defense (much easier to do) you can softcap with 2 Parries, which is pretty easy because it recharges really fast and lasts 10 seconds.

So, if your survivability is good with your heals, imagine how good it will be if only 1 out of every 20 attacks needs to be healed back at all.

Parry (and it's cousin Divine Avalanche in Katana) is actually the only real reason anymore to choose Broadsword over Dark Melee (it got buffed) or Fire Melee (it's just that freaking good) if you're after pure damage.

I have a Broadsword/Dark Armor that is the hardest character out of my entire roster to kill (including my tanks, brutes, and other scrappers), and it is largely because of Parry.

Ok it's making more sense to me now to take Parry now. That said I've reworked it a bit, I now have a question on Epics.

How would I get the soul mastery since it's a villain thing? Being at 50 I think I missed the switch sides missions. If I can go back and do them great, but otherwise wich Epic should I be looking at?

Anyone over level 20 can go through the alignment switching system. You'll first have to do tip missions to work your way from Hero to Vigilante to Villain. From there, you can do your patron arc to get access to Soul Mastery. This is assuming, of course, that you have the Going Rogue expansion.
