Strange Performance

Hi, first I need to state my computer is well able to handle this game with a radaeon HD 4600 video card, over 3g ram etc. Also running on windows 7 32 bit if that helps

My problem is that ingame, my character moves perfectly fine and smooth but the world around me stutters, npcs will walk and stutter for a second than continue just to stutter in a few more seconds, same with cars. Also combat seems to suffer from the same issue. It is consistent no matter what the graphic settings, low or high its all the same.

Drivers are also up to date. Any help is greatly appreciated

This sounds very similar to what I'm experiencing. It looks like lag, but my ping times are good, and rendering works fine in most zones. Outbreak and Breakout kill me, though, plus the Lord of Winter zone.
