Alpha Slot requirement/bug?
Sounds like too many arcs open. Even if you don't have active missions in an arc having the 'book' symbol by a contact means he has an open arc. The other possibility that adds to this is if you have gone to Hero status your old villain arcs still count against you even if you can't see those red side contacts.
My advice would be to clear some of those old arcs and come back.

Almost certainly you have too many old story arcs open; this is unfortunately a fairly common problem. You probably ran a mission or two for a contact then outleveled him and went on to the next leaving the previous contact's arc open. You'll need to look through your "active contacts" tab and talk to them and complete any open arcs.
I had this years ago with CMA; I'd been 50 for over a year and found that I had the Dr. Vahz arc still open... I had to complete that level 20 arc (at level 50 so facing deep gray mobs) before I could move on and get another arc from my then-current contact. It's irritating and frustrating but there's no help for it but to go through and complete those old arcs.
I've found that contacts have locked out an arc if they simply offer me the first mission even if I don't actually take the mission. Some contacts will saddle you with an arc the very first time you talk to them even if you never do a single mission for them.

I just never have this kind of problem until I took out my old lvl 50 merc/storm. I didn't even know there is a limitation on how many arcs you can take. I just know there used to be 3 Active Mission limitation. Now it's 5 or more or tip mission doesn't count because at one point, I took 3 tip mission plus two story arcs.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
Mission and Arc limits
7 missions in the queue - used to be 3
5 Major Arcs open, even if none have a mission in the queue - used to be 2
No limits on minor arcs.

I have 3 characters that already got alpha slots but I brought out my lvl 50 Merc/Storm MM last night and she couldn't start the story arc. He kept telling me that I should settle things first before talking to him.
I have zero active mission. I have some story arcs that I started but did not complete until the end. I only completed the first part of Patron Arc.
So what exactly did I miss? I also have the Oro exploration badge at the top of the building. That's how I got the power for the Portal.
I've asked around in the game and we couldn't figure out why I couldn't start the arc. Any idea?
